Cesar Ruiz, 29, was arrested Tuesday, Feb. 22 in the 8200 block of Kelton Drive for assault with a deadly weapon, corporal injury on spouse and threats to commit a crime resulting in death or great bodily injury.
GPD Sgt. Wes Stanford said charges of torture and mayhem were also included because of the tools Ruiz used to commit the assault.
According to a GPD press report, Ruiz threw the beer bottle and knocked out one of the victim’s teeth and threatened to kill her if she called police. Ruiz also burned her several times over the past year with a soldering gun, according to the press report.
Due to what the GPD believes is an ongoing danger to the victim if Ruiz is released from jail, Stanford said the GPD would not release more information on the incident.
Torture is defined as the intent to cause cruel or extreme pain and suffering for the purpose of revenge, extortion, persuasion or – for any sadistic purpose – inflicts great bodily injury, according to the California Penal Code.
Mayhem is defined as depriving a person of a member of his or her body, or disabling, disfiguring, or rendering it useless, or cutting or disabling the tongue, or putting out an eye, or slitting of the nose, ear, or lip, according to the penal code.
Ruiz was also arrested for warrants for a suspended license and expired registration.
