turn onto Highway 156, then NONE of the westbound drivers would be
able to make the turn at all.

If Caltrans and the Valley Transportation Authority decided to prevent “Good Samaritan” drivers from stopping to allow westbound Highway 152 drivers to turn onto Highway 156, then NONE of the westbound drivers would be able to make the turn at all.

That would create a westbound backup far beyond Casa de Fruta and destroy the traffic flow in that direction. A much simpler idea would be simply to BAN left turns from westbound Highway 152 on to Highway 156.

Anyone wishing to take Highway 156 would have to continue on Highway 152 until they hit U.S. 101, and then either take Highway 25 if they need to get to Hollister, or just stay on U.S. 101 if that was their intended destination to begin with. This idea costs NOTHING and can be implemented IMMEDIATELY, and would work just fine until the flyover work is complete.
