With all 87 precincts reporting Wednesday morning, Dover secured a second four-year term by winning 15,975 votes.
Challenger Manly Willis, a Gilroy resident and retired military, had 6,006 votes.
Dover, 38, a lifelong Gilroy resident and high school teacher and coach, was first elected to the Gavilan board in 2000.
Two other incumbents were uncontested in Tuesday’s election. Leonard Washington and Tom Breen will be appointed to another term at the Morgan Hill and San Benito County area seats, respectively.
