The first debate, scheduled for 90 minutes with 16 questions, will focus on foreign policy and homeland security. There will be no props, no prepared notes, no hidden risers, no TV reaction shots of family or audience members and no camera angles showing the back of either’s head. Timing lights will flash when there are 30 seconds, 15 seconds and five seconds remaining. An audible cue will go off when time is up. The candidates may not ask each other direct questions, but they may ask rhetorical questions.
