The idea – initially proposed by Mayor Al Pinheiro on March 13 at the council retreat – would allow staff to dedicate more time to programs and projects that would benefit from uninterrupted blocks of time, said City Human Resources Director LeeAnn McPhillips. Council members Gartman, Bob Dillon and Perry Woodward dissented on the matter, although no one discussed it.
