McHugh will speak at 11 a.m. at the board chambers in San Jose, 70 W. Hedding St.

Also on the agenda is the proposed 9-1-1 emergency fee, which would impose a fee on every phone line in the county – including those that use the Internet – to raise money to pay for operating the 9-1-1 emergency service and to provide fire protection in the county’s outlying areas most prone to fire.

The board will also decide whether to approve a purchase of property at 18881 Uvas Road in Morgan Hill from the Santa Clara County Open Space Authority for $1 million. The purchase is a conservation easement, meaning it will be for “public park and open space purposes,” according to a news release.

The property is about 8.5 miles from downtown Morgan Hill and includes three parcels totaling 990 acres.

“The Authority will formulate a specific plan for public recreational access to the site, including potential trail routes,” according to a staff report, and will open it to the public “within a five-year time frame.”

As a condition of the funding agreement and conservation easement, the Authority will develop a trail system which will connect Blair Ranch to Rancho Canada del Oro and to Calero County Park, according to the news release.
