what the manual does not tell you is that letter carriers are timed by their supervisors and are expected back by a certain time every day so if ten cars are blocking mail boxes and the carrier has to dismount ten times that will impead their prompt service and may cause the carrier to go over time on his/her route causing conflict with their supervisor. the postal service is a business and needs to at least break even if we are going to contiue serving the public. so please just move the cars and stop whining
