ABC’s Halloween enforcement
The California Alcoholic Beverage Control will be posting officers throughout California to keep Halloween revelers safe. Officers will use the minor decoy program and “Shoulder Tap” operations to discourage underage drinking.
“Shoulder Tap” operation uses a minor under investigator supervision to stand outside a business and solicit people entering or leaving the building to buy them alcohol.
The penalty for providing alcohol to a minor is a minimum $1,000 fine and 24 hours of community service.
“Too many young Californians under the age of 21 are dying in alcohol-related crashes, and we’re hoping our enforcement efforts will prevent tragic crashes from occurring,” said ABC Director Steve Hardy.
Hardy said there are a lot of Halloween events held each year, and the ABC will work with local police, colleges and youth organizations to reduce youth access to alcohol.
By using minor decoys under the direct supervision of investigators, ABC can determine if a business is selling alcohol to minors.
