• A study session on funding options for the Mujeres Pueden or Women Can! project. The city program provides low-income women training and support resources to become more self-sufficient, either by starting their own businesses or pursuing careers in non-traditional construction trades that tend to pay higher, living wages.

• A presentation and discussion about funding for the Project Sentinel program, which provides referral, conciliation and mediation services for landlord-tenant and fair-housing issues, especially concerning low-income and poverty-level citizens. Program officials are asking the city for more money to help cover costs generated by its South County office, where Gilroy cases make up the majority of work.

• A recommendation to award a $125,253 contract to EMC Planning Group to prepare a formal environmental impact report on the Hecker Pass Specific Plan, which guides future development in the sensitive and scenic area west of the city along Highway 152.

City staff estimated the report would cost $50,000 to $60,000 when Council agreed to fund it in 2000, but said increasing staff costs and the complexity of the project have jacked bids above those estimates.

The study session on Mujeres Pueden begins at 6 p.m., with the regular meeting following at 7 p.m. Both occur in the Council Chambers at Gilroy City Hall, 7351 Rosanna St.
