Reserve uses defined, baseline set
Gilroy – City leaders have firmed up rules surrounding the use of so-called “rainy day” reserves, surplus funds which now stand at about $24 million. Under rules agreed upon by councilmen Thursday night, the city would permanently restrict 15 percent of its $40 million operating budget – or $6 million this year – for use in emergencies and “unusual situations.” The latter category, which makes up 10 of the 15 percent, includes one-time hits to the city budget from economic downturns or other unforeseen circumstances. Officials would have to repay any funds taken from the pools of money before spending on new programs or services.
The move will provide a baseline reserve that serves as a guiding principle for future administrations, a critical step as the city braces for the retirement of several top managers with years of experience.
Park ribbon cuttings today
Gilroy – The city will hold ribbon cuttings at two neighborhoods parks that were completed in recent months. The first event takes place this morning at 9:30am at Carriage Hills Park, on the corner of Valley Oaks and Crest Hill Way. The second ribbon cutting takes place at 11am at Sunrise Park, on the corner of Saddler Drive and Hogan Way.
Downtown flea market
Gilroy – Antique dealers, produce stores and a variety of other downtown business owners will hold outdoor flea markets despite major construction along Monterey Street. The events, held on the first and third Saturdays of the month through October, will rotate between two parking lots off Eigleberry Street, between Fourth and Sixth streets, from 8:30am to 3pm.

Free screenings at today’s health day
Gilroy – Free health screenings and medical advice will be available at the third annual Gilroy Community Health Day.
Local organizations have come together to provide free diabetes, cholesterol, and blood pressure screenings, dental exams, and nutrition services for Gilroy residents Saturday, May 20. The event will run from 11am to 3pm, at Rebekah Children’s Services, at 290 I.O.O.F Ave.

A musical performance
Gilroy – The music of Claude Debussy, Octavio Pinto and Charles Griffes takes center stage in a special presentation on Saturday, May 20, at 3pm at the Music Academy, in Trimble Hall of the Gilroy United Methodist Church. Pianist and teacher, Angeline LeLeux will perform and inform in a family-oriented presentation called Seeing Music, Hearing Pictures.
Tickets are $10 general/$6 for those under 18 or over 60. Reservations are required.

MH assistant city manager leaving
Morgan Hill – The city’s Assistant City Manager Melissa Stevenson Dile has been appointed as the new deputy city manager for the City of Fremont.
Dile will begin her post June 26. She replaces Assistant City Manager Lynn Macy, who retired in December.
Dile was chosen after an extensive executive search process. She has worked with the City of Morgan Hill since 1991 in a variety of capacities including acting human resources director, as well as overseeing the city’s information technology services.
Dile’s last day with the city is June 9. City Manager Ed Tewes said city officials will consider their financial outlook during Friday’s day-long budget session to decide whether to replace her.
She holds a master’s degree in public administration from San Jose State University, and a bachelor’s degree in history and government from Mills College.
Dile is married with one child.
Mothers in Touch
Gilroy – Mothers across the nation and throughout the world are putting these virtues into action by investing an hour every week to pray for their children in Moms In Touch International groups.
The purpose of this international, interdenominational prayer ministry is to encourage mothers and others to meet and to pray regularly for their children and the school they attend. Their vision is that every school in the world would be covered with prayer.
At this time, there is one MITI group (two moms), specifically praying for Solorsano Junior High School and Gavilan College.
