“We live near Glenview Elementary. It has become a frequent event for the alarm to go off at 9 p.m., 10 p.m., 11 p.m., or even 1 a.m. and 2 a.m. in the morning! Sometimes this happens two or three times a week. Is the school being victimized that much?”

Dear Alarmed, That sounds worse than a nine-cat symphony but, Scott Otteson, principal of Glenview Elementary, said it is a rare occurrence. He had the maintenance and operations director look into this and there have only been a few times the alarm has gone off.

“As far as three or four times a week, no, not that often,” Otteson said.

If you are still hearing alarms sound at ridiculous times in the morning, let Red Phone know.

New signs, unknown reasons

“Recently someone came in and put ‘Sponsor’ signs on the court near my street. What are these signs supposed to indicate? Are the people sponsoring the street going to come hold up 25 mph signs so residents slow down? Or are they going to help dog owners quiet their pets? Or will they stop the recycle thieves? What is this ‘adopt’ and ‘sponsor’ stuff all about and how is putting two signs up accomplishing anything? We needed better signs for the ‘not a through street’ and ’25 mph max,’ not these ‘adopt’ signs.”

Dear Sign-Language-Expert, Red Phone completely agrees that the speed limit signs and others related to safety precautions are important. It is also confusing when new signs appear and you don’t know the purpose of the signs. Lisa Jensema, environmental programs coordinator, said these signs are from the Adopt-A-Spot program, part of the Keep Gilroy Clean & Green program. She said the program is supported entirely through volunteers who commit to adopting a certain area and cleaning it for at least a year.

“During the year, the volunteer must perform at least two cleanups a month, and the adoptee or group gets a sign installed identifying them as a volunteer. The city has partnered with South Valley Disposal & Recycling, who picks up the trash that has been collected in city-provided ‘green bags.’ The city receives a grant from the Santa Clara Valley Water District of $15,000 per year to support this program and the city uses the money to buy supplies such as trash bags, gloves, litter pick-up sticks and Adopt-A-Spot signs.”

So, these “sponsor” signs are not in competition with the signs you are expressing a need for.

However, if you continue to see a problem with dogs barking or people stealing recyclables or residents driving too fast, call the non-emergency number at the police department at 846-0350.

Dog barking bothersome, dog limit?

“I live in Gilroy and have a neighbor who has five dogs that constantly bark. I have had the police call them about it and they have agreed to put them in the garage by 8 p.m. so my daughter can sleep. On weekends there is not much I can do about it. But I am curious to know if there is a city ordinance as to how many dogs one can have on their property within the city limits.”

Dear Lassie’s-Annoyed-Neighbor, Red Phone could bark all day about its love for dogs, but it also knows to quit when nights comes around.

Scott Barron, code enforcement officer, said five dogs over the age of four months old is the limit, according to Gilroy’s Municipal Code

Your neighbor just barely meets the guidelines.

On the other hand, residents can call the Gilroy Police Department if dogs are barking excessively, said Sgt. Jim Gillio, spokesman for the Gilroy Police Department.

“Residents can also request to sign a citation for this violation and then go to court to provide testimony regarding the loud barking,” said Gillio.

He said police officers can only issue citations when they actually hear the dogs barking. Residents may call the department at the non-emergency phone number at 846-0350
