According to the Web site, www.scc.gov, “The owner or person with the right to control any dog shall keep such dog under his or her physical restraint by means of a leash not to exceed six (6) feet in length.” Keep in mind that there are “dog parks,” which are specifically designated for owners to take their dogs off-leash.

Upon contacting Christmas Hill Park, the Red Phone makes note that dogs are allowed at the park; however, take note that they are NOT allowed off-leash.

where’s priority: “I have seen an increase of immigrants in stores and fast food restaurants. What happened to the people who are born here and moreso the kids who have gone to school and graduated here? Give these people priority. Thank you very much.”

Well caller, there’s your comment – though the Red Phone wasn’t sure what to make of it.

billing issues: “Since I can’t get an answer to my question, maybe you can. We received a bill from the garbage service dated Sept. 29 for service for September, October and November. It states bill will be delinquent on Dec. 15, 2004 and payment is due upon receipt. The company told me I could pay each month, but I know many residents who pay the bill when then receive it. … What do you think? If this were a service I could do without, I would cancel it.”

The Red Phone contacted Phil Couchee with South Valley Disposal and brought up the issue. He said there’s a simple explaination – since garbage is not a metered service and monthly cost is consistent, it is cost-effective.

“Billing three months at a time minimizes the cost of billing,” he said. “And it adds convenience for residents.” Couchee said, as you did caller, that bills are not due immediately, but but towards the end of the three-month period.

And he said that if residents wish to pay on a monthly basis, they’re welcome to. He simply asks that they send in a copy of their bill so that payments are more easily kept track of.

So caller, since you specifically asked, the Red Phone thinks you should quit yer complain’. The option to pay month-to-month is there, so don’t worry about what others choose to do.

Give us good grub: “I’m calling about the restaurants that are pulling out of the new center being built – the Outback Steakhouse, the Olive Garden and Red Lobster. Was wondering if you could find out why these places are pulling out. It would be nice to have a little more variety here.”

The Red Phone got on it. According to Bill Lindsteadt, executive director of the Economic Development Corporation, those restaurants, slated to move into the Regency development off Route 152, were worried about the outflight of employment to the Silicon Valley and the South Bay. About one third of employed Gilroy residents – roughly 6,000 people – commute to those areas daily.

“That bothered the Red Lobster and the Olive Garden,” Lindsteadt said. “They were worried that they’d lose their ability to have a lunch crowd and that they’d have to depend on evening diners.”

Lindsteadt doesn’t think that reasoning will discourage other restaurants from flocking to Gilroy – especially if proprietors stop by Chili’s at lunchtime on a weekday. But rest assured, caller, Mimi’s Cafe, Famous Dave’s Barbecue and Sonic Burger have committed to filling the spots vacated by the restaurants. And Lindsteadt says he still hasn’t given up hope on Red Lobster.
