California’s gambling industry: thriving and oozing with potential

If you’re a gambling service operator of any kind, you want to be looking at California and, when you’ve finished fearing them, see what operators there are doing right. California is expected to generate double-digits in the billions in the fiscal 2025/26 year between legal gambling, gray areas and outright illegal gambling. State-wise, it’s the king of gambling.

Tribal casinos, state lottery, card rooms and before new rules, sweepstakes have been the major contributors. Tribal gaming has been growing at a higher rate than the national average, and more people have been participating in it. In the absence of legalized iGaming, bettors are turning to other forms until regulators have a change of heart. Below is a look at the Californian gambling industry compared to other states’ gambling industries, different growth factors, the role of tribal gaming and the future of California’s gambling industry.

The growth of gambling in California

California has a massive population of nearly 39.5 million people, and millions of adults are either playing at land-based casinos or buying lottery tickets. Slots are a firm favorite with players.

Although cash is the preferred method of payment in card rooms and casinos, operators are trying to provide players with more payment options. Mobile wallets are one option, and the state lottery is trying to make payment by debit card available.

Compacts between tribal casinos and the state are helping to expand gaming, and states are moving towards expanding forms of gaming such as craps and roulette. This is transforming California into a gambling tourism destination, one vying hard with Nevada and other pro-gambling states such as New Jersey and Pennsylvania. High-end hospitality and luxurious hotels capable of rivalling casino resorts in other parts of the world are increasing the allure.

The role of tribal gaming

Tribal gaming plays a major role in the California gambling industry. Tribal casinos receive frequent visits from Californian players, who can play games they can’t access at commercial casinos.

The industry continues to grow as tribes plan new projects and create new opportunities for industry expansion. The battle for sports betting legalization is also one to keep an eye on, as both established operators and new entrants to the industry will been keen to take a slice of the pie.

California vs New Jersey, Nevada and Pennsylvania

California faces stiff competition from other states when it comes to the strength of their gambling industries. New Jersey is constantly breaking revenue records, but its total revenue is still expected to be billions away from California’s. This is despite the state’s legalization of online casinos and online sports betting.

Just like New Jersey, the billions the Nevada gambling industry generates are expected to fall short of California, although the market is steadily growing. Admittedly, Nevada has a cautious attitude towards iGaming and, to protect traditional casinos, won’t permit online casino gaming, but does allow mobile sports betting.

In competitive states, review sites like Casino.org act as an independent resource that offers detailed reviews and comparisons of online casinos, helping users assess factors such as payout reliability, game selection and regulatory standing. By consulting trusted review sites, players can avoid unreliable operators and choose platforms that provide a safer and more enjoyable experience.

Pennsylvania, which is slightly more liberal than both California and Nevada, is experiencing strong growth across sports betting, iGaming and casinos. The state’s gaming board of control reported an 11.6 percent year-on-year total revenue increase for January 2026 compared to January 2025. Punters especially enjoy sports betting, however and in the online casino gaming space, they have shown a special preference for slots, but table games are also highly popular.

The future of the Californian gambling industry

The Californian gambling industry oozes potential for growth, potential restricted by iGaming bans and by disagreement between tribes and commercial sports betting operators. Regulation is also getting tighter in California, as new state rules eliminate some games from card rooms and make it illegal for sweepstakes to require payment from players to enter them.

The popularity of gambling could see heavier pushes for online gambling legalization, especially because of the revenue it is generating in other states. Tribal casinos may lead this charge, but commercial operators may also support the push. The legalization of online casinos and online sports betting would see trends that are emerging in other states also materializing in California, such as virtual reality casinos and preferences for personalization. It’s likely to be at least 2028 before sports betting or online gambling becomes legal in California.

The industry is also likely to see a revolution in payment methods as players seek more convenient forms of payment. Mobile wallets are already becoming popular, and some players are wishing to use cryptocurrency as a method of payment, which the wider online casino is beginning to adopt, though there’s some way to go before it’s a common practice.

The Californian gambling industry is a thriving one and has huge potential for growth. Citizens have displayed a massive appetite for gambling services and are likely to welcome gambling industry expansion. If tribes and commercial operators can agree on sports betting and authorities give sports betting the green light, California’s gambling industry may expand further in 2028.
