To help stave off winter heating bills that may run as much as
70 percent higher than last year, the state Public Utilities
Commission has expanded energy price controls for low-income
residents.
Gilroy – To help stave off winter heating bills that may run as much as 70 percent higher than last year, the state Public Utilities Commission has expanded energy price controls for low-income residents.

California citizens who earn as much as twice the federal poverty guidelines are now eligible for the California Alternative Rates for Energy, or CARE, discount program. The commission also made it easier to enroll in the Low-Income Energy Efficiency Program, which provides weatherization and appliance replacement services.

Additionally, the CPUC has prohibited utilities from shutting off service this winter to residential customers who make regular payments of at least 50 percent of their bills and directed utilities to waive reconnection fees and deposits for CARE customers.

All discount programs are administered by utilities.
