San Jose – Santa Clara County officials announced the
appointment of Sheila Mitchell as Chief Probation Officer. She
currently serves as Assistant Chief of Probation for Alameda County
and will take over in Santa Clara County on Sept. 27. She will be
paid $146,082.

Mitchell entered the criminal justice field following early retirement from a successful career at AT&T. She has a Bachelor of Arts degree in behavioral science from National-Louis University and a Master of Arts degree in conflict resolution from Antioch University.

Before coming to Alameda County she worked as a Deputy Commissioner for the State of Georgia’s Juvenile Justice System. In Georgia she made sure her state system was in compliance with an agreement with the U.S. Department of Justice regarding conditions of confinement. Her experience will be critical in the implementation of a similar program in Santa Clara County.

September also will bring final adoption of Measure A, which passed in March and gives the County Board of Supervisors, instead of the County’s Superior Court, oversight and policy making authority for Juvenile Hall. The measure also gives the County Executive the authority to hire a Chief Probation Officer and calls for the creation of a Juvenile Hall Advisory Board.

The measure was proposed after information went public in early 2003 regarding the alleged beatings of about two dozen young men since 1994.
