With backing from the city fathers, I took my old toilet to the
Morgan Hill city public works department for an exchange for a
low-flow toilet.

With backing from the city fathers, I took my old toilet to the Morgan Hill city public works department for an exchange for a low-flow toilet.
The change of one gallon per flush compared to four gallons on the old toilet is a big savings on water.
However, the exchange backfired in that the one gallon failed to flush the toilet properly.
The local plumbers are very happy. They will snake the toilet for $85.
