In Gilroy, officials have completed the initial stages of the budget process, which includes drawing up costs for major projects ranging from road improvements to school construction.

Gilroy’s current budget stands at more than $155 million. A summary of the city’s major spending priorities will soon be posted at www.ci.gilroy.ca.us/finance/index.html. The site also includes City Administrator Jay Baksa’s annual budget message, along with the budget for the South County Regional Wastewater Association, an agency made up of Gilroy and Morgan Hill representatives.

Baksa said officials have never posted the entire budget, a document that spans three numerous binders and is made up of hundreds of pages of line-item accounting for various departments and project funds.

“We can’t put the whole thing up there,” Baksa said. “What we do is put the annual budget message, and in the past we have put some of the inserts – total revenues, employee listings, all of the descriptive stuff without the line items. What we try and do is be more specific and give the public the information that is relevant without killing them with detail.”

The federal government has taken the opposite approach, providing exhaustive documentation of its annual revenues and spending. Congressional members are now hashing out the details of next year’s federal budget.
