When will trails above Eagle Ridge be open to the public?

I know when Eagle Ridge was developed, part of the agreement was that they’d keep that open space up in the hills and also that they’d make sure there was public access to hiking trails up there. I’ve yet to see any trails or public access. Just wondering what happened to all that. I think that was part of the agreement to allow Eagle Ridge to be built. Thank you.
